Guidance for Work Site Visits from Federal Immigration Officials

We are writing to share guidance titled Work Site Visits from Federal Immigration Officials as a resource for MSU employees. This guidance should be used to provide a consistent and lawful response for MSU worksite or office visits from federal immigration officials. 

This guidance does not reflect a change in university policies regarding federal enforcement activities, and while there has been no increase in activity on our campus, we want to provide resources so employees—especially those in frontline positions—are prepared to respond appropriately. This guidance provides clear direction on how to respond calmly and professionally, including verifying the identity and purpose of visiting officials and directing them to the appropriate university contacts. Ultimately, this resource establishes a protocol that meets MSU’s legal obligations, protects individual rights, and upholds MSU's values as a globally engaged university.

It is important to note that visits from federal immigration officials are not uncommon at universities and are usually related to routine visa compliance or employment verification. Because MSU is authorized to sponsor international students, scholars, and employees, we are legally required to maintain certain immigration records and may periodically host site visits from agencies such as the Student and Exchange Visitor Program, U.S. Citizenship and Immigration Services (USCIS), Customs and Border Protection (CBP), and Immigration and Customs Enforcement (ICE). In limited cases, some federal agencies may visit for other purposes, such as investigations or court-ordered actions.

Please review this guidance carefully, share with your teams, and ensure designated points of contact are identified within your units.
